Where the signals come from

City of San Diego development approvals

The City’s official dataset includes approvals, permits, maps, and agreements. The City FAQ permits reuse and redistribution subject to its terms. Schema versions and source dates are recorded. Permit-holder fields and raw free text are not retained in the product.

County permits

The plan identifies County PDS permits on CivicData and the County portal. Both APIs have now been imported and their metadata declares public-domain reuse. Their underlying records are stale: the archive ends in December 2023 and CivicData in April 2025. These downloads do not provide current county lead coverage.

Parcel and address base

The intended source is SanGIS public parcels and address points. The official parcel API now supplies a property-only inventory for configured San Diego ZIPs, with its use agreement recorded. Homeowner contact fields are excluded. Reliable construction years and historical snapshots remain missing; the publisher’s “effective year” must not be used as home age.

Weather observations

NOAA GHCN Daily observations from San Diego International Airport and Miramar are imported for temperature, rain and wind context. These are station-based estimates for four ZIPs, not measurements at each home. Quality checks, missing months and fallback stations are recorded. Historical corrections and reporting delays require review; the import does not establish predictive accuracy.

Fire-zone context

CAL FIRE’s state responsibility maps and local-area recommendations are imported as dated geographic context. Local adopted zones may differ. Matches use a representative parcel point, with unknown and boundary cases kept explicit. Original polygons and any narrowly bounded geometry repairs are recorded. Current boundaries are never backdated into historical cohorts, and fire-zone context is excluded from predictive scores pending historical and model review.

Census tract context

Public American Community Survey five-year tables provide tract-level housing and income context, with annual geographic vintages, public release dates, margins of error, and suppressed or open-ended estimates recorded. These are area statistics, not facts about individual homeowners. Tract construction-year estimates never fill a missing property construction year. Census context is excluded from predictive ranking while historical coverage, corrected data and feature use are reviewed.

Sales and additional context

A sale-date feed has not yet been selected. The pipeline supports licensed transfer records, but sale data is optional and never fabricated. Historical fire-zone vintages and reviewed Census/fire context model inclusion still require work.

Every property and score in the sample workspace is synthetic. The separate data and evidence page shows actual import counts and source dates. Imported historical permits are not qualified leads, and no predictive lift has been established.
